Across the Midwest, new ethanol plants hold the promise of jobs and economic development. But opposition has turned up in some small towns because of concerns over pollution and the risk of overextending water supplies.

I don't think you can have it both ways.  A decision is going to have to be made.  Are the pros of finding an alternative fuel a priotity and if so, we are all going to have to do our part.  Nothing is full proof. Hindering progress will only set us back.
