New Scrubber Technology Cuts Emissions

The California-based Advanced Cleanup Technologies has developed a smokestack scrubber that would reduce emissions from locomotives and cargo ships, generating excitement in places where air is fouled by idling trains and ships.

Portable?

Does the scrubber hurt the efficiency of the engines?  It'd be nice to see something like this: 1) portable/built-in, so that it doesn't require a separate ship/truck, and 2) required, whether the engine is idling or not.
