Seattle Gets Tough on Recycling, Citizens Recycle

Since January, when the city of Seattle launched a new recycling program that punishes scofflaws, recycling has surged and is expected to reach 60 percent by 2010. Compliance with the program is reported to be as high as 99.98 percent.
