California Solidifies Landmark Greenhouse Gas Bill

Gov. Arnold Schwarzenegger and top Democrats in the California Legislature agreed Wednesday on a bill that would make the state the first to slap strict limits on the emission of greenhouse gases that contribute to global warming.
